• Director of Transportation has general supervision of state highways and may perform alterations, construction, maintenance, and repair with authority to purchase necessary property for highways, culverts, bridges, and related facilities.

• Director has no mandatory duty to construct, reconstruct, widen, resurface, maintain, or repair state highways within municipal corporations, except when maintaining, repairing, or marking highways in villages as required by law.

• Director may request village or city legislative authority consent for establishing or improving federal aid highways within municipal limits; if consent is refused or no response given within 60 days, director may adopt a resolution declaring necessity and proceed, subject to municipal appeal to common pleas court within 20 days.

• Municipal corporations may cooperate with the director and contribute funds toward highway improvements through taxes, special assessments, bonds, or notes, with the improvement constructed under the director's sole supervision.

• Director must consider 23 specified factors when determining new highway locations, including national defense, economic activity, environmental impacts, property values, and costs, and must document which factors were considered significant between alternatives.
