Amends railroad crossing safety laws to require vehicle operators to watch, listen, and stop for on-track equipment approaching a crossing, in addition to trains.

Drivers must stop 15-50 feet from the nearest rail when an electric or mechanical signal gives warning, a crossing gate is lowered, a flagperson signals, there is insufficient space to cross, or an approaching train or on-track equipment is visible and in hazardous proximity.

Prohibits driving through, around, or under crossing gates while closed or opening/closing unless signaled by law enforcement or a flagperson.

Violations are misdemeanor offenses with potential penalties including fines and jail time, but courts may order completion of remedial rail safety training as an alternative.

Establishes violations as strict liability offenses, removing the requirement to prove intent or knowledge of wrongdoing.
