Authorizes clerks of court of common pleas to conduct required physical inspections of motor vehicles for title certificate applications, if the clerk chooses to offer such services.

Applies to motor vehicles previously registered in another state, off-highway motorcycles, and all-purpose vehicles requiring physical inspection certificates.

Clerks may charge a maximum fee equal to the amount established under section 4503.038 of the Revised Code for conducting inspections, with clerks retaining $0.50 and remitting $1.00 per certificate to the registrar monthly.

Physical inspections can now be performed at deputy registrar offices, licensed motor vehicle dealer locations, or court clerk offices (where offered), expanding available inspection locations.

Amends Ohio Revised Code sections 4505.061, 4519.56, and 4519.69 to add court clerks alongside existing authorized inspection providers.
