Amends Ohio Revised Code section 4507.04 to allow nonresidents from countries that are signatories to driver's license reciprocity conventions to operate motor vehicles in Ohio without an Ohio license or examination.

Nonresidents may be required to prove lawful vehicle possession, proper identity, and legal presence in the United States.

Permits nonresidents to obtain and carry an international driving permit to establish identity and driving rights, but does not require it.

Clarifies that an international driving permit does not replace or substitute for an original driver's license issued by the nonresident's country.
