HB 377 - Human Trafficking Prevention Act

• Increases minimum age threshold from 13 to 18 years for enhanced kidnapping penalties in violations of division (A)(1), (2), (3), or (5) or (B)(1) or (2) of section 2905.01.

• Establishes minimum sentence of 15 years and maximum of life imprisonment for human trafficking of a minor or person with developmental disability under section 2905.32(A)(2), increased from previous sentencing guidelines.

• Increases minimum sentence to 25 years and maximum of life imprisonment for trafficking in persons involving minors or individuals with developmental disabilities when victim is under 18 years old.

• Enhances penalties for abduction (section 2905.02) by making violation of division (A)(3) a first degree felony with 25-year minimum sentence, up from second degree felony.

• Modifies kidnapping offense definitions and sentencing to increase minimum terms from 10 to 15-25 years depending on victim age and circumstances, with sexual motivation specifications triggering mandatory minimum sentences pursuant to section 2971.03.
