Enacts section 5534.499 of the Ohio Revised Code to designate a portion of U.S. Route 20 in Ashtabula County as the "Corporal John E. Ruch Memorial Highway"

Applies the memorial designation to the northeastbound and southwestbound lanes of U.S. Route 20 between Center Road and Gerald Road in Ashtabula County

Authorizes the Director of Transportation to erect suitable markers along the highway indicating its memorial name
