Adds nitrogen hypoxia as an alternative method of execution in Ohio, allowing death row inmates to choose between lethal injection or nitrogen hypoxia by written election one week before execution.

Establishes nitrogen hypoxia as a backup execution method if lethal injection is deemed unconstitutional or becomes unavailable at the time of execution.

Prohibits disclosure of "execution identifying information," including names, addresses, phone numbers, and professional qualifications of persons who participate in executions or supply execution materials, with limited exceptions for the Ohio ethics commission.

Classifies violations of execution secrecy provisions as misdemeanor charges and creates a civil cause of action for damages against unauthorized disclosures.

Protects execution personnel and material suppliers from professional licensing discipline or challenges based on their participation in executions conducted within 24 months of the bill's effective date.
