Requires each state institution of higher education to adopt a policy within 90 days prohibiting solicitation or requirement for employees, applicants, and students to affirm commitment to specific political beliefs, affiliations, ideals, or principles.

Prohibits using statements of political commitment as evaluation criteria for employment decisions, career progression, benefits, or academic assessment of students.

Preserves faculty academic freedom, research, and publication rights regarding political movements and ideology.

Allows institutions to require compliance with federal and state law, consider applicant subject matter expertise, offer character education programs, and establish mission statements and values.

Requires state institutions to make publicly available all policies, guidance, and training materials related to political beliefs and ideology, except for protected legal communications.
