OH HB40

Establishes a permanent absent voter list allowing registered electors to opt-in to automatically receive absent voter ballot applications for all future elections.

Adds checkbox options on voter registration forms, online registration systems, and absent voter ballot application forms for voters to request placement on the permanent absent voter list.

Requires boards of elections to mail absent voter ballot applications to all electors on the permanent absent voter list not later than 45 days before the close of voter registration for each election.

Allows electors to be removed from the permanent absent voter list by written request to their board of elections or automatically if their voter registration is canceled.

Modifies voter registration application forms to include disclosure language about the permanent absent voter list and its purpose under section 3509.11 of the Revised Code.
