Requires Medigap insurers offering coverage to individuals age 65+ to provide the same coverage to individuals under 65 who are eligible for Medicare due to disability or end-stage renal disease, effective January 1, 2025

Prohibits insurers from charging higher premiums for individuals under 65 than premiums charged for the same coverage to individuals age 65+

Eliminates preexisting condition exclusions or limitations for policies issued under this provision, notwithstanding other state law provisions

Establishes an open enrollment period from January 1, 2025 through July 1, 2025 for eligible individuals under 65 to enroll in coverage

Allows individuals already covered under these policies to switch to a different issuer annually within 60 days of their birthday while maintaining the same coverage level
