Defines "deepfake" as an image or recording convincingly altered to misrepresent a person as performing an action or making a statement they did not actually perform or make.

Prohibits creating a deepfake with intent to distribute, distributing a deepfake, or soliciting the creation of a deepfake without consent of the depicted individual, when done to harass, extort, threaten, or cause physical, emotional, reputational, or economic harm.

Establishes the offense of nonconsensual distribution of a deepfake as a misdemeanor of the first degree for a first offense.

Increases penalties to a felony of the fifth degree for each subsequent offense.
