Creates the Ohio Cold War Victory Medal to recognize Ohio National Guard members who served during the Cold War period from September 2, 1945, to December 26, 1991.

Establishes eligibility requirements: applicants must be current or former Ohio National Guard members who enlisted for at least 18 consecutive months during the Cold War period, were Ohio residents at time of enlistment, and (if former members) received discharge other than dishonorable.

Authorizes the Director of Veterans Services to award medals to eligible applicants upon submission of an application and a fee not exceeding the cost of medal production.

Creates the Ohio Cold War Victory Medal Fund in the state treasury, funded by applicant fees and general assembly appropriations, to pay for medal production.

Adds medal program administration to the Director of Veterans Services' duties and prohibits awarding the Ohio medal if a federal Cold War Medal or equivalent federal medal is available.
