Replaces two part-time judgeships in Ashtabula County Court with one full-time judge, effective January 1, 2031.

Expands Conneaut Municipal Court's territorial jurisdiction to include North Kingsville village and Kingsville, Monroe, and Sheffield townships in Ashtabula County, effective January 1, 2025.

Part-time judgeships in Ashtabula County Court cease to exist January 1, 2031; one full-time judge to be elected in 2030 for a six-year term beginning January 1, 2031.

Full-time judge of Ashtabula County Court receives compensation at the level set for county court judges under Ohio law.

Pending cases in North Kingsville and the three townships transfer from Eastern County Court to Ashtabula County Court and then to Conneaut Municipal Court starting January 1, 2025.
