Contracted county engineers receive supplemental compensation equal to the amount specified in state law for their population range, prorated for contract duration, with no effect on their primary county compensation.

Requires boundary survey plats for property deeds involving land splits or changed legal descriptions, with plat standards set by the board of registration for professional engineers and surveyors.

Establishes conflict-of-interest protections by allowing the county auditor to designate another registered engineer to perform county engineer duties when the primary engineer's private practice would create violations of Chapter 102 conflict statutes.

Prohibits county engineers, including acting county engineers, from performing private engineering or surveying work that would fall under the jurisdiction of any county where they serve as county engineer.
