Appropriates $10,000,000 from the General Revenue Fund in fiscal year 2025 to establish the Traumatic Brain Injury Treatment Accelerator Pilot Program administered by the Opportunities for Ohioans with Disabilities Agency.

Designates the Brain Injury Research Foundation to administer the program as a public-private partnership and award grants to universities and other entity partners for traumatic brain injury research and treatment development.

Requires grant recipients to demonstrate matching funds equal to the Foundation's award from other sources including institutions, private foundations, or the federal government.

Mandates the Foundation submit annual progress reports to the Governor, multiple state department directors, the Chancellor of Higher Education, the Medicaid Director, Workers' Compensation Administrator, the Brain Injury Advisory Committee, and the General Assembly.

Aims to advance scientific research on traumatic brain injuries, develop treatments, and establish Ohio as a biohub for traumatic brain injury research.
