Creates the Ohio Ireland Trade Commission to study bilateral trade, investment, policy issues, business and academic exchanges, and economic support between Ohio and Ireland.

Commission consists of nine members: three state senators appointed by the senate president, three state representatives appointed by the house speaker, and three gubernatorial appointees (representing higher education, business, and Irish American communities).

Legislative members serve two-year terms or remainder of legislative term, whichever is less; gubernatorial appointees serve four-year terms; all vacancies filled in same manner as original appointment.

Commission must issue annual reports to the governor and legislature beginning within 15 months of the effective date, detailing activities, findings, and recommendations.

Commission may raise funds through solicitation and fundraising events, and accept gifts and grants, which are deposited to the Ohio Ireland Trade Commission Fund in the state treasury for administrative expenses.
