Creates a new F-13 liquor permit allowing businesses not otherwise qualified for liquor permits to sell beer, wine, mixed beverages, and spirituous liquor for on-premises consumption at special functions.

F-13 permit is valid for one day only, with a maximum of ten permits issued to the same applicant per calendar year, and applicants must apply at least 30 days in advance.

Permit holders may purchase beer from A-1, A-1c, or B-1 permit holders; wine and mixed beverages from A-2, A-2f, A-4, B-2, B-4, or B-5 permit holders; and spirituous liquor from agency stores.

F-13 permits are issued free of charge and are only available in precincts where beer and intoxicating liquor sales are otherwise permitted by law, though Sunday sales under F-13 permits are not restricted by local Sunday sales prohibitions.

Amends section 4301.62 to add F-13 permits to the list of permits authorizing on-premises alcohol consumption, allowing persons to possess opened containers of beer or intoxicating liquor purchased from F-13 permit holders.
