Establishes the Student Choice Grant Program administered by the Ohio Chancellor of Higher Education to provide grants to Ohio residents attending eligible nonprofit institutions pursuing bachelor's degrees.

Applicants must be Ohio residents for at least two years, enrolled full-time in a bachelor's degree program, maintain required academic standards, and cannot have been enrolled in any higher education institution on or before July 1, 2024.

Grant amounts cannot exceed the lesser of the institution's total instructional and general charges or one-fourth of the average state instructional subsidy per full-time bachelor's degree student at state universities.

Students may receive grants for no more than ten semesters, fifteen quarters, or five academic years equivalent, and grants do not affect eligibility for other state financial aid programs.

Appropriates $95,000,000 from the General Revenue Fund for fiscal year 2025 to support the program, with grants paid directly to institutions to reduce student charges.
