Establishes a three-year pilot program by the Department of Job and Family Services to help individuals transitioning from public assistance benefits into the workforce across four selected counties (one metropolitan, one midsize, two rural with one in Appalachia).

Requires the Department to establish eligibility criteria, employer application processes, mentorship programs with training, financial literacy programs, and a digital application connecting participants with resources and mentors within 180 days of the act's effective date.

Provides participants with sliding-scale stipends for health insurance premiums, deductibles, or child care expenses, and provides employer subsidies for hiring program participants.

Requires the Department to study participants post-program on employment status, compensation, health insurance coverage, public assistance usage, and self-sufficiency, with results included in annual reports to the General Assembly beginning one year after the effective date.

Appropriates $10,000,000 from the General Revenue Fund for fiscal years 2024 and 2025 to support the A Hand Up pilot program.
