Creates the Ohio River Commission of Ohio as an independent agency within the Department of Development to promote economic development, marine cargo terminal operations, and travel and tourism on the Ohio River and its tributaries.

Commission consists of 11 members: three state agency directors (Development, Transportation, Natural Resources), two public members appointed by legislative leaders, and six members appointed by the governor representing private industry with marine terminal or tourism experience.

Establishes commission powers including employing staff, developing a master plan for Ohio River infrastructure, coordinating with port authorities and state agencies, collecting commerce data, and issuing grants and loans for Ohio River infrastructure and transportation projects.

Creates the Ohio River Commission of Ohio Fund in the state treasury to pay for commission operations and administrative expenses, funded through state appropriations and property transfers or leases.

Commission may apply for and receive federal loans and grants for Ohio River infrastructure, transportation, and recreation and tourism projects.
