Amends the definition of "aviation" in Ohio Revised Code Section 4561.01 to include seaplane bases, heliports, vertiports, and spaceports alongside airports and landing fields.

Adds four new definitions to the Aeronautics Law: "heliport" (area used for helicopter landing/takeoff), "vertiport" (ground or elevated areas for rotorcraft/powered lift aircraft), "spaceport" (facility for launching or landing space vehicles), and "seaplane base" (water area for seaplane landing/takeoff).

Requires Department of Transportation approval before seaplane bases, heliports, vertiports, and spaceports can be used for commercial purposes, with submission of complete facility plans required.

Expands pilot license requirements and facility manager inspection authority to include seaplane bases, heliports, vertiports, and spaceports.

Updates reference from "civil aeronautics administration" to "federal aviation administration" for aviator's license requirements.
