Creates expedited removal procedure allowing county sheriffs to immediately remove unlawful occupants from residential premises upon verified complaint from record owner or authorized agent.

Establishes nine conditions that must be met for expedited removal, including that occupant unlawfully entered, was directed to leave, is not a tenant, and has no litigation pending with the owner.

Amends criminal mischief statute to add new prohibition on unlawfully detaining, occupying, or trespassing upon a residential dwelling with intent to cause damage, with penalties up to felony of fourth degree if damage exceeds $5,000.

Creates new crime of "title fraud" making it illegal to present false documents purporting to convey real property rights, list property for sale without legal authority, or rent property without lawful ownership; violations range from first-degree misdemeanor to first-degree felony.

Provides wrongfully removed persons right to civil action for damages including actual damages, triple fair market rent as statutory damages, court costs, and attorney's fees.
