Appropriates $10,250,000 in fiscal year 2025 to the Department of Children and Youth for child care grants from the General Revenue Fund.

Allocates $10,000,000 for a grant program to assist employers, government entities, nonprofits, and community partnerships in retrofitting facilities, building new child care facilities, or expanding child care capacity, with maximum awards of $750,000 per recipient.

Requires grant applicants to provide publicly funded child care and participate in the state's tiered quality rating and improvement system, with priority given to employers and community partnerships.

Allocates $250,000 to contract with an entity to establish an Employer-Based Child Care Co-Design Learning Lab providing technical assistance, data collection, and training to grant recipients and future applicants.

Requires the contracted entity to develop an employer tool kit covering child care expansion strategies, tax credits, flexible spending accounts, and best practices, to be made available on the Department's website.
