Prohibits parking fee collection services from selling personal data of consumers related to parking fee transactions, effective statewide.

Requires parking fee collection services to destroy all consumer personal data records within thirty days after each parking session ends.

Defines "personal data" to include name, birth date, email, phone number, driver's license information, vehicle make/model, license plate information, vehicle location data, and parking duration.

Exempts financial institutions from the requirements of this section.

Establishes violations as a first-degree misdemeanor and makes requirements non-waivable regardless of consumer agreements or terms and conditions.
