Requires the Ohio Treasurer of State to establish and maintain the Ohio State and Local Government Expenditure Database in collaboration with the Directors of Budget and Management and Administrative Services.

Mandates political subdivisions and state retirement systems provide expenditure and revenue information to the database, including amount, date paid, supplier, and entity making the payment.

Requires the database to include searchable features allowing filtering by expense category, accounting codes, and aggregation of data, plus the ability to download information and access state and school district employee salary data.

Prohibits inclusion of confidential or non-public records in the database and protects the Treasurer of State, state entities, and political subdivisions from liability for disclosure of such confidential information.

Requires each state entity and political subdivision to display a prominent internet link to the expenditure database on their website and include searchable access to operating budgets for fiscal years after the effective date.
