Prohibits unauthorized projection of images onto buildings without owner consent, with misdemeanor penalties escalating to felony of the third degree if the image is maliciously intended to harass or intimidate based on race, color, religion, ethnicity, ancestry, national origin, sex, sexual orientation, gender identity, or disability.

Expands aggravated trespass offense to include entering or remaining on critical infrastructure facilities with purpose to destroy or tamper with them, making such violations a felony of the third degree.

Prohibits unauthorized placement or display of signs, banners, flags, or structures on pedestrian bridges, highway overpasses, and public road rights-of-way without consent from the department of transportation or local jurisdiction.

Expands ethnic intimidation laws to include violations of section 2917.12 (disturbing lawful meetings) and section 2917.21 (telecommunications harassment involving critical infrastructure), with penalties increased to the next higher degree when committed with discriminatory intent.

Increases penalties for organizations that knowingly direct, authorize, or provide compensation for certain offenses including aggravated trespass at critical infrastructure facilities, with organizational fines set at ten times the individual maximum.
