Requires liquor permit holders and their employees to complete a superintendent-approved training program covering statutes, age verification, intoxication recognition, and conflict management skills.

Provides civil liability immunity to permit holders and employees who successfully complete training and follow all protocols if injury or property damage is caused by an intoxicated person.

Limits cause of action against permit holders for on-premises incidents to cases where the permit holder or employee negligently sold alcohol, and for off-premises incidents to cases of knowingly selling to visibly intoxicated persons or minors.

Prohibits lawsuits against building owners who rent or lease to liquor permit holders, except when the owner and permit holder are the same person.

Names the legislation "Hayden's Law" and repeals existing section 4399.18 of the Revised Code.
