Amends Ohio Revised Code section 135.71 to expand the homeownership savings linked deposit program to include active duty members of the uniformed services as eligible participants.

Active duty military members must be residents of Ohio via a residency or domicile election under 50 U.S.C. 4001 and can apply for a homeownership savings account on or after the date on their permanent change of station orders.

Defines "active duty" and "uniformed services" according to 10 U.S.C. 101; funds must be used exclusively for eligible home costs including down payments and closing costs.

Requires the state treasurer and tax commissioner to report by January 31, 2027, on program effectiveness including number of accounts created, participating institutions, total contributions, and average account yield.
