Creates the Clean Ohio Council consisting of the director of development, director of environmental protection, legislative leaders, and seven governor-appointed members representing counties, municipalities, business, county land reutilization corporations, environmental interests, and the public.

Establishes the Clean Ohio Revitalization Fund to provide grants and loans for brownfield cleanup and remediation projects, with the council approving projects and the department of development administering the fund.

Requires applicants to conduct Phase I and Phase II assessments, hold public meetings, and provide at least 25 percent matching funds for projects; grants and loans cannot exceed 75 percent of project costs or $6 million per project.

Mandates certified professionals determine compliance with applicable cleanup standards and issue "no further action" letters; applicants receive liability protection for pre-existing contamination if they meet agreement conditions and comply with environmental laws.

Dedicates 80 percent of net proceeds from bond obligations issued after July 1, 2025 to the Clean Ohio Revitalization Fund and requires 20 percent of fund proceeds to support public health projects in eligible areas.
