Prohibits any person from engaging in solar radiation modification in Ohio, including through aircraft, balloons, space-based platforms, or ground-based facilities.

Defines "solar radiation modification" as an experiment in the earth's climatic system involving the release of pollutants that reduces sunlight reaching the earth's surface.

Creates broad definition of "pollutant" encompassing aerosols, biological agents, chemicals, metals, radioactive materials, electromagnetic fields, and other substances or energies.

Requires the Director of Environmental Protection to adopt policies encouraging public reporting of solar radiation modification incidents and to investigate all reports and issue cease-and-desist orders to violators.

Establishes criminal penalties of not less than $500,000 fine or not less than 3 years imprisonment (or both) for violations, with each day of violation counting as a separate offense.
