• Mandates water systems provide customers with payment plans for lead line replacement, prohibits service disconnection for non-payment, and requires financial contributions for low-to-moderate income customers unable to pay.

• Allows water system operators and local authorities to recover replacement costs through customer rates and reimburse customers who have already replaced lead lines on their property.

• Creates a training and certification program for owners, operators, contractors, and plumbers performing lead service line replacement work and requires compliance with federal standards under 40 C.F.R. 141.
