Amends Ohio Revised Code sections 956.01, 956.031, and 956.10 to establish new requirements for high volume dog breeders (establishments with 6+ breeding dogs that meet specific sales thresholds).

Requires high volume breeders to provide twice-daily feeding, continuous water access, proper enclosures with minimum floor space calculations, temperature regulation, daily exercise of at least 30 minutes, and daily environmental enrichment and human interaction.

Mandates female breeding dogs receive annual veterinary examinations, cannot produce more than 8 litters in their lifetime, and must be in normal body condition before breeding; requires veterinary care for all surgical procedures.

Establishes annual inspection requirements by the director of agriculture or authorized representative; allows inspections during regular business hours without advance notice and permits contracted veterinarians to inspect breeders with existing veterinary-client relationships.

Imposes penalties including license suspension or revocation for breeders who refuse or obstruct inspections; requires reimbursement of state costs for obtaining court orders or search warrants when entry is refused.
