School employees must immediately report to their principal or designee when aware of or reasonably suspecting that a student under 16 is employed in violation of state minor labor laws, with the principal then reporting to the director of commerce.

Employers who knowingly violate Section 4109.07 of the Revised Code shall be fined $50,000, with separate fines assessed for each person employed in violation.

Creates the Minor Labor Law Enforcement Fund in the state treasury, funded by fines collected under the new penalty provisions, to be used by the Department of Commerce to administer and enforce minor labor law.

Appropriates $150,000 for fiscal years 2024 and 2025 to the Department of Commerce to hire staff necessary to enforce Chapter 4109 governing the employment of minors.

Transfers enforcement authority from the administrator of the bureau of employment services to the director of commerce.
