Establishes definitions and procedures for identifying "abandoned aircraft" (on public-use airport premises, unpaid tie-down/storage fees for 90+ consecutive days) and "derelict aircraft" (not flyable, non-compliant with FAA regulations, no approved repair plan, unpaid fees for 90+ days)

Requires airport directors to search FAA and Ohio aviation office records, then notify identified aircraft owners within 20 business days of abandonment/dereliction, providing aircraft description, location, accrued fees, and 30-day deadline to remove aircraft and pay charges

Permits airport directors to file artisan's liens for abandoned aircraft through the FAA if owners fail to remove aircraft or pay fees within 30 days, with liens perfected by filing verified affidavits with the FAA

Authorizes airport directors to sell derelict aircraft at public auction (with 10 days' notice) or through aircraft salvage/scrap dealers, with excess proceeds distributed to lienholders, the aircraft owner, or the state unclaimed funds trust fund

Provides that purchasers of sold aircraft take title free and clear of all liens and prior claims, and must notify the FAA and state aviation office of ownership change
