H.B. 560 Summary

• Beginning July 1, 2025, school districts and chartered nonpublic schools must reimburse employees holding valid teaching licenses for full cost of implicit bias training, limited to between 1-3 graduate-level credit hours or equivalent continuing education units.

• The state board of education and chancellor of higher education shall establish minimum standards for implicit bias training, requiring content on defining implicit bias, examples in action, identifying susceptibility to bias, and voluntary evidence-based mitigation strategies.

• Professional development committees shall count qualifying implicit bias training toward teacher licensure renewal requirements.

• The state shall reimburse each district or school an amount equal to their reimbursement to employees minus any other tuition assistance or professional development stipends provided.

• Bill appropriates $750,000 from General Revenue Fund for fiscal years 2026-2027 to reimburse school districts for implicit bias training costs.
