Creates a Joint Education Oversight Committee composed of 5 House members (3 majority, 2 minority) and 5 Senate members (3 majority, 2 minority) appointed by legislative leaders.

Authorizes the committee to research, review, and analyze education policy issues; evaluate education programs at school districts, public schools, and higher education institutions that receive state funding; and prepare reports with recommendations to the General Assembly.

Empowers the committee to review education bills and resolutions, request data from state agencies and political subdivisions, subpoena witnesses and documents, and require appearances by the education director and higher education chancellor.

Committee members receive $150 per diem and travel expenses on non-voting session days, with meetings required at least monthly unless chair and ranking member agree otherwise.

Appropriates $376,663 for fiscal year 2024 and $378,668 for fiscal year 2025 from the General Revenue Fund for committee operating expenses.
