Creates new eligibility category for publicly funded child care benefits for child care staff members, excluding child day camp employees, administrators, authorized representatives, and owners.

Allows families to exclude all income from child care staff member parent's wages when determining eligibility for publicly funded child care, while still meeting other work/education requirements.

Amends sections 5104.30 and 5104.34 of the Revised Code to add child care staff member benefits as a separate eligibility category subject to available funds.

Appropriates necessary funds to the Department of Children and Youth (effective January 1, 2025) to provide these child care benefits during fiscal year 2025 to appropriation item 830400.

Makes similar amendments to versions of these sections scheduled to take effect January 1, 2025, to continue the changes beyond that date.
