Requires the Chancellor of Higher Education to survey all undergraduate and graduate teacher and administrator preparation programs at Ohio institutions of higher education to assess instruction on mental and behavioral health, behavior management, and classroom management.

Survey must examine seven specific focus areas: positive school and classroom climate, causes of disruptive behavior, evidence-based behavior management techniques, positive teacher-student relationships, trauma-informed instruction, restorative practices, and educator stress management and well-being.

Chancellor must work with the Department of Education and Workforce to develop a summary of instructional strategies and content across surveyed programs with institution-level breakdowns.

Chancellor and Director of Education and Workforce must jointly produce a report analyzing survey findings and making recommendations on classroom management, behavior management, mental health education, and the impact of adverse childhood experiences and trauma on students.

Report must be distributed to school districts, the Ohio General Assembly, and the Governor no later than one year after the bill's effective date.
