Adds foster caregivers and kinship caregivers as eligible recipients of publicly funded child care under Ohio Revised Code section 5104.30.

Requires foster and kinship caregivers to be employed or participating in education or training for time reasonably related to when the child receives publicly funded child care.

Limits publicly funded child care for foster and kinship caregivers to licensed providers, including child care centers, family child care homes, preschool programs, school child programs, and border state providers.

Applies changes immediately upon enactment and continues them after January 1, 2025, when administration of publicly funded child care transfers from the Department of Job and Family Services to the Department of Children and Youth.
