Establishes the Minority Law Student Encouragement Scholarship Pilot Program under the Chancellor of Higher Education to support minority undergraduate students pursuing law school admission

Appropriates $350,000 in fiscal year 2025 from the General Revenue Fund to implement the program

Requires the Ohio State Bar Association to select an initial cohort of 10-20 minority Ohio resident students enrolled full-time at Ohio baccalaureate institutions and provide each with $4,000 annual scholarships

Mandates the Ohio State Bar Association provide enrolled students with mentoring events, free LSAT test preparation materials, academic support, and registration assistance for the Law School Admission Test

Requires the Ohio State Bar Association to submit a detailed report to the Chancellor and legislative committees by January 30, 2026 documenting program outcomes, revenues, and expenses
