• Creates sponsor report cards issued by November 15 each year, presented similarly to state report cards, with links to sponsor and operator information included on community school report cards.

• Implements incentives for highly-rated sponsors ("exemplary" for two years) including extended contract terms, exemptions from administrative deadlines, no limits on school sponsorship numbers, and no territorial restrictions.

• Imposes sanctions on low-rated sponsors, including prohibition on sponsoring new schools if rated "ineffective" and automatic revocation of sponsorship authority if rated "ineffective" for three consecutive years or rated "poor" (with appeal rights to the director).

• Requires annual operator performance report cards by November 15 reflecting performance of all community school operators using an evaluation system similar to the sponsor rating system.
