Creates new grounds for filing a motion for a new trial or petition for postconviction relief based on newly discovered evidence that would establish a strong probability of a different result at trial.

Establishes a new section 2945.811 setting procedural requirements for motions based on newly discovered evidence, including specific factual identification, explanation of entitlement to relief, and supporting documentation.

Allows motions for new trial based on newly discovered evidence under section 2945.79(G) to be filed at any time after verdict, rather than within a fixed deadline.

Adds a new category of postconviction relief under section 2953.21(B)(1)(a)(v) for persons producing newly discovered evidence that would establish a strong probability of a different trial result.

Requires courts to review materials and dismiss motions only if patently frivolous, and permits indigent defendants to have counsel appointed unless evidence is patently frivolous; provides no page limits for related filings by death-sentenced individuals.
