HB 606 Summary: Campus Accountability and Modernization to Protect University Students (CAMPUS) Act

• Each institution of higher education must adopt and enforce policies within 90 days addressing racial, religious, and ethnic bias, harassment, and intimidation, including staff training, complaint procedures with anonymous reporting options, and creation of campus task forces on antisemitism and hate crimes.

• The Chancellor of Higher Education shall establish a statewide committee to develop guidance on preventing antisemitism and bias at institutions, create a uniform reporting system for hate incidents requiring annual reports distributed to the chancellor, attorney general, and federal prosecutors, and ensure institutions publicize restrictions on student expressive activities.

• Establishes the Campus Student Safety Grant Program ($1,000,000 fiscal year 2025) to award grants to institutions for enhanced security measures, with priority given to those facing increased threats of violent crime, terror attacks, hate crimes, or harassment.

• Establishes the Campus Community Grant Program ($1,000,000 fiscal year 2025) to fund intergroup and interfaith outreach and cultural competency initiatives between student organizations at institutions of higher education.

• Requires each state agency, including higher education institutions and state retirement systems, to adopt a policy for the prevention of antisemitism, and appropriates $2,000,000 for a Campus Security Support Program in fiscal year 2025.
