Establishes procedures for Ohio General Assembly to appoint an odd number of delegates to a constitutional convention under Article V of the U.S. Constitution when two-thirds of state legislatures have applied and Congress calls the convention.

Delegates must meet eligibility requirements including being a U.S. citizen for at least 5 years, Ohio resident for at least 5 years, at least 25 years old, registered elector, and cannot be federal lobbyists, federal employees, or hold certain prior federal offices within specified timeframes.

Delegates can be recalled and removed by concurrent resolution of the General Assembly or by majority vote in joint session; also subject to recall by an advisory committee if they exceed their authority.

Creates an advisory committee composed of three members appointed by legislative leadership to monitor delegation activities, provide guidance to delegates within 24 hours of requests, and recall delegates who exceed their authority.

Prohibits delegates from violating the one-state-one-vote rule, voting to alter constitutional protections of individual liberty, voting on amendments outside the scope of the assembly's application, and accepting gifts over $200; violations constitute a third-degree felony.
