Allows people found not guilty to apply immediately to seal or expunge records without waiting periods or court hearings through new expedited process in section 2953.331.

Court must automatically seal or expunge official records and DNA records when defendant is found not guilty, with limited exceptions for certain serious crimes (felonies of violence, sex offenses, crimes against children, repeat felony offenses).

Permits sealing or expungement of records when complaint/indictment dismissed with prejudice or statute of limitations expires, and for those receiving governor's pardon.

Modifies existing procedures to eliminate or reduce balancing of government's interests in maintaining records against defendant's interests in sealing them for acquitted defendants.

Applies new requirements to cases where grand jury returns a no bill after two-year waiting period expires.
