Amends Ohio Revised Code section 3517.13 to prohibit foreign nationals from making contributions, expenditures, or independent expenditures in support of or opposition to candidates, political parties, and statewide initiatives or referenda.

Establishes that candidates, campaign committees, political action committees, and other political entities shall not knowingly solicit or accept contributions or expenditures from foreign nationals; Secretary of State may direct return of such funds or equivalent value.

Defines "foreign national" as having the same meaning as in section 441e(b) of the Federal Election Campaign Act.

Declares the act an emergency measure effective immediately to apply to the 2024 general election.

Repeals existing section 3517.13 of the Revised Code.
