Creates the Child Care Cred Program in the Department of Children and Youth to share child care costs equally among participating employees, employers, and the state (subject to available funds)

Eligible participants must include: Ohio-resident employees selected by their employer, Ohio-based employers that select employees, and child care providers licensed under Chapter 5104 or certified by county job and family services

Employees and employers jointly apply to the department; eligible participants select a licensed or certified child care provider and may sign a memorandum of understanding with the department

Department coordinates all administrative activities including cost-sharing and payments to child care providers; employers may optionally cover part or all of an employee's share of costs

Appropriates $10,000,000 from the General Revenue Fund for fiscal year 2025 to fund the Child Care Cred Program
