Defines "antisemitism" as the working definition adopted by the International Holocaust Remembrance Alliance on May 26, 2016, including contemporary examples identified therein, for use in state investigations, court proceedings, and employee training.

Requires courts of record and court-appointed authorities to apply the same legal standard to antisemitism discrimination claims as applied to other discrimination claims under Chapter 4112 of the Revised Code.

Mandates state agencies use the antisemitism definition as an educational tool in anti-discrimination and anti-bias training for state employees.

Requires state agencies to consider the antisemitism definition when reviewing, investigating, or deciding whether alleged acts were motivated by discriminatory antisemitic intent.

Includes a constitutional savings clause stating the definition shall not diminish First Amendment rights or conflict with federal, state, or local antidiscrimination laws.
