Requires each board of public library trustees to adopt a policy prohibiting patrons under 18 years of age from borrowing or viewing materials deemed "harmful to juveniles" without parental consent.

Mandates libraries conceal materials harmful to juveniles using methods such as blinder racks covering at least the lower two-thirds, wrapping, placement behind circulation counters, or other covering methods.

Allows state residents to file complaints with the state library board if a library fails to comply with these requirements; the board must investigate and report non-compliance to county treasurers.

Provides a mechanism for libraries to request re-evaluation by the state library board; if found compliant, an addendum is issued to county treasurers.

Redirects public library fund distributions from non-compliant libraries to other library boards, counties, municipal corporations, and township park commissioners based on their allocation percentages until compliance is achieved.
