Creates a new "Ohio Society for Respiratory Care" specialty license plate that vehicle owners can apply for through the registrar of motor vehicles.

Establishes a $25 contribution fee per vehicle registration and renewal that is deposited into the license plate contribution fund, plus a $10 administrative fee for the Bureau of Motor Vehicles.

The $25 contribution from this license plate is designated to benefit the Ohio Society for Respiratory Care student scholarship fund through the American Association for Respiratory Care, incorporated.

Amends section 4501.21 of the Revised Code to incorporate the new license plate into the existing license plate contribution fund structure and distribution system.

Repeals the existing section 4501.21 and replaces it with an expanded version that includes all specialty license plate contribution distributions.
